Summary
Apart of "Socialism in one country", the first was in 1928-1933 and was made to set quotas of product to compete with the bigger countries in the world. Was taken out in 1934 because Stalin was starting to lose support from population.
Subjunctive question
If the quotas had been set at lower amounts but in shorter terms, could there have been a better quality of product?
